85 million for Baghdad. Who are they kidding?

Picture the budget of any big city in America. The 2004 budget for New York City -- not quite twice the size of Baghdad, was $46.9 billion. That's right. Roughly fifty times the size of Baghdad's budget the same year.
Is it any wonder they can't get services up and running?
