VA Corruption, Cronyism, and Incompetence

This administration continues failing to abide by the basic responsibilities inherent in our Constitution to honor the contract between our citizen soldiers and our Federal Government.

My blog today points fingers at the specific people at VA responsible for VA’s crisis, and it offers some quick steps VCS supporters can take to fix these problems.

The problems at VA are rooted in failures at the top.  The healthcare providers and claims processors are doing their best under the worst form of partisan leadership.

Bonuses are a legitimate way of recognizing accomplishments and improving morale, especially among the rank-and-file at VA who truly earned it by helping veterans.  However, the bonus system for political appointees must be overhauled.

Nearly all VA employees are struggling to assist veterans.  They need full funding.  They need competent, ethical, and professional managers.  They earned bonuses to improve morale. 

However, the failure of top VA political appointees over the past five years to assist America’s veterans now verges on the catastrophic:

  * Hundreds of thousands of homeless veterans struggle to survive on our streets every night, yet top VA political appointees lack both the ability and the political will to care for them all.

  * Hundreds of thousands of eligible veterans remain shut out of VA medical care because this administration and the prior Congress failed to fully fund VA hospitals, an unconscionable act during wartime.

  * hundreds of thousands of our wounded, injured, and ill veterans wait six months or longer hacking through a red tape jungle for disability benefits so they can pay their bills.

  * the future doesn’t look brighter as hundreds of thousands more troops are sent to fight in the surge, resulting in hundreds of thousands of more Iraq War-related disability compensation claims.

Sure, it is easy to point fingers: The current administration planned and started their Iraq War without developing a plan to provide medical care, disability benefits, and transition services for our veterans.  They wanted to fight their war on the cheap and hide the human cost of the war from a public now growing increasingly restless and angry about rising casualties.

When the time came for VA leaders to step up to the plate, they choked.  This administration placed unqualified people in key positions at VA and they did not ask for enough money to care for our wounded, injured, and ill.  The resulting mismanagement of the political appointees borders on cataclysmic.

The alarm is sounding about rampant corruption and wasteful spending by VA leaders.

A review of several Government Accountability reports confirms that VA spent hundreds of millions of our tax dollars on computer systems like CoreFLS and VETSNET that still don’t deliver all that was promised.

There is the worst form of cronyism in Jim Nicholson.  Bush appointed him even though he had no experience in VA healthcare or benefits.  Nicholson’s stellar credentials? He led the Republican Party and raised millions of dollars for Bush.

And there is incompetence. Mike Kussman, the number two man responsible for VA medical hospitals, knew about the Walter Reed Army Medical Center scandal in 2004 and did nothing.  There is financial malfeasance because Kussman knew about the $3 billion VA budget shortfall in 2005 and remained silent.
 
The outrage doesn’t stop there.  Bush wants to do more damage to VA’s excellent reputation of providing high-quality medical care.  Bush nominated Kussman for a promotion to become the number one VA political appointee overseeing 1,400 VA facilities and 200,000 employees treating more than five million veterans each year.

There is additional incompetence.  Political appointee Ronald Aument, the number two man responsible for all VA disability payments, got a highly questionable $33,000 cash performance bonus approved by Nicholson.   Under Aument, the number of veterans waiting longer for disability payments skyrocketed.

While complaining about VA bureaucracy to the Washington Post, Aument has done nothing to shorten the 23-page VA claim form or cut red tape.  Aument’s failures force veterans to wait and wait and wait while he steals a bonus from taxpayers worth more money than a 100 percent disabled veteran receives in a year.

VA needs to escape from years of underfunding and partisan hacks who hurt VA’s reputation and harm veterans.

Congress has the opportunity and the responsibility to do something about VA’s crisis now - before hundreds of thousands of additional veterans and their families are harmed by the current administration driving VA into the ground.

Congress works for us.  Please call them today and demand an end to partisan corruption, cronyism, and incompetence at VA.  Demand that they expand their legislative oversight of an administration that drove VA into the ground - Grover Norquist wants. 

Congress should be presented with four ways to start fixing VA’s crisis:

1. Michael Kussman must not be promoted to become Under Secretary for Health.

2. Ronald Aument must return his ill-gotten cash bonus so the rank-and-file receive the bonuses they earned.

3. VA leaders must work with DoD and automatically share military records enroll all war veterans into VA’s healthcare system as well as process their VA disability claims before they are discharged. 

4. VA leaders must implement policies to reduce suicides like Iraq War Marine Jonathan Shulze, and VA must reduce the wait time to 30 days to process disability claims for those who file claims after they are discharged.

There is no reason why the current administration and Congress can’t meet these simple steps before Nicholson, Kussman, and Aument all go to the unemployment line on January 20, 2009.  Otherwise, they are abdicating their responsibility to the next administration and the next Congress.

We know what the problems are.  The time for action is now.  Call Congress, demand funding, oversight, and accountability today.  We are all in this together until the wars are over.

I am being seen at the Palo Alto VA hospital. I am 100% disabled with Multiple Sclerosis. I require treatment at the spinal cord injury clinic but have been denied treatment at the clinic. The reason for not being treated is that I had a valid disagreement with a LNP at the SCI Clinic. She was scheduling the same tests I had had just a few months prior in Reno Nevada. When I told her that I had already had the tests she said The Reno Nevada VA is under Palo Alto, and that Palo Alto is the expert organization. In so many words she was saying she could not trust the work that the Reno VA had done. There were many incidents, one after the other, and it ended vhen she said she had to test me for a problem unless I could tell her the date that I had had a test. The test was done several months before, and was a very unpleasant test. I did not know the exact date, and she said she had to have the date to enter into the computer to search for the information. I told her that normal searches on a computer system can be done by the name of the test and should not have to be looked up by date, only. I said that if that is the only way you can search in the VA record system that the system is inadequate. She said that the VA computer system is the best system in the world (literally.) I said I have been a systems engineer for over 25 years, and that the system is not up to parr. She got very irate about my statement and got up and stormed out of the office saying she nor anyone else would see me in the SCI clinic. Another doctor, unknown, came in and told me to schedule all of my future visits to the Palo Alto VA at the General Medicine Clinic. I have been doing that ever since, but general medicine does not have the knowledge to treat a person with Multiple Sclerosis, this is why an M. S. patient is seen at the SCI clinic. I am totally devistated by the treatment I'm getting. General medicine is doing a very good job, unlike the nurse in the SCI clinic. This woman needs to be replaced, and a person that understands how to treat patients and use the computer needs to be put in her place. From what I'm hearing on this blog, I won't hold my breath until this happens.

In some sort of way I have always been affiliated with the MILITARY. My father was in the Army for 31 years (deceased) from Syracuse. My husband is a 30 year retired Master Chief. I always helped in any way I could to assist MILITARY families. As a teen it was bagging groceries at the ZWEI commissary and I was a candy stripper at Landsthul in the 1970's. No matter what it was I could do it. Even taking families who were in process of moving to stay in Our home and take them to the Airport the next day. (even if they had 2 dogs) and children. The stress on these families are incredible so "we" try to make it more comfortable for the families. (Right Sarah and COL. Peterson!)

After the death of father is when I realized getting through the RED TAPE of CIVILIAN CORRUPTION AND LIES via the VA is the most difficult, nerve wrenching, maddening, BS that I have experienced in my entire life! Your letter Paul says what I was unable to. I agree with you 100 %. Kick out the civilian workers and replace them with retired military or active duty and "hire the caring soul of America who will "whistle blow" and fire the ones that have a pompass attitude. My fathers primary Care physician does not work weekends at the VA in Syracuse so father ended up in the morgue until he was able and available to sign the death certificate. Can you actually sign a death certificate without seeing the dead? This health Buddy issue remains a huge problem with me as no one seems to know about this device. Cody claims there is a 24 hour time lapse in reading it? I have the letter he sent me. This makes no sense to me. I bet there was no one there to read the incoming messages because it was the weekend! Dad had a BP of 88/57. Yet fathers PCP claims this was normal for my father! Thats not true at all. I have my dads medical records. He had no quality of life items....all he had was a potty chair to sit on until....my husband told the Syracuse VA they were coming there on a Saturday to get everything he should have been issued in 2000 when he had knee surgery. They came home with everything! The VA then installed a state of the art ramp. HOBBICK argues with me on the phone that these did not come form the VA hospital! So when my husband came home he called her and all of a sudden they found the paper work! This is one lousy system for the men and women who fought and continue to fight for our country. and I cant stand dealing with stupidity. CALL IT WHAT IT IS! I say out with the ones who make huge decesions on others loved ones and pocket tons of dollars. I have always wondered what "THEY" would do if every VET in the country revolted and turned this all around? On my fathers Death Certificate the PCP even misspelled the word coronary.

I totally agree with you! The Upper crust covers for each other. Corruption and incompetence is a high priority with a VA hospital especially the one in Syracuse Ny. I cant get a straight answer to save my own life! Do you have any information on the "Health Buddy" the VA hospital in Syracuse issues Vets? I was told there is a 24 hour time delay from the time it is sent to the time the message is recieved. This seems like such a bogus piece of equipment. I also know the critria for a "HB" is to be a "HIGH COST and "END OF LIFE PATIENT! What a scam! Please if anyone has any information on the Health Buddy please , please e-mail me. Debbie

I hate to say this, because i am a veteran.George Bush is using the military for his own benefit. he went to war in Iraq on lies to the people of america and our beloved military. he always say's that he went to war to defeat terriorism. the is pure bull. he went to war for oil and nothing else. this was all planed before bush stole the presidency of america. all the wealthy oil corporations in america and the world had a hand in this (SCAM) the wealthy like bush and cheney are miking millions of dollars off this war. a unjust war. killing innocent people, and our own people. the veterans administration is worthless. they play up to bush. Bush needs all the money he can get to continue his war in iraq. he is draining america dry. our economy is in complete disaray, or shambles. our military veterans are being robbed on there retirement benefits. bush sends them to war but forget about being him taking care of them when they come back. most have P.D.S.D. AND THE VETERANS SYSTEM shuns them out. they dont want to take care of them. we need to get this war over with . and now. Bush and cheney both need to be IMPEACHED.

I was hired by the VA in 2003. I was 50% rated. Two weeks befor my annavera dated, I was called in the office informed I would not be kept on pass my probation period. I stayed sick with migraines/high blood pressure, service connect disabilites. I work a letter to the White House and Sect. of Vet Affairs. I was reinstated with back pay. It was the VA doctors sending me home and putting me on bed rest. I was dam good in my job. And the clinic director stated to the investigators. I was very sick mental and physical. They up my disability to 80%. Don't let them fire you!!! File an EO complaint against their sorry.........

I was hired by the VA as an accountant intern in the finance department. I passed my CPA exam and had a MBA.

Their financial system was set up to be a VERY CONFUSING, INCOMPETENT AND FULL OF UNNECESSARY PROCEDURES FOR JOB SECURITY PURPOSES. The old timers Filipinos was causing a lots of trouble and not willing to train young personnel. I was the only person willing to learn in the internship program. Although I brought to the higher up regarding the training deficiencies to Palo Alto VA Health Care System and to the VA Central OFfice in Washington DC, not a single thing was done to address the issue. I WAS FRAMED AND FIRED BY MY FISCAL CHIEF MELVIN NIESE FOR "INTIMIDATING, FEARFUL BEHAVIOR TOWARD CO-WORKERS WHICH I NEVER COMMITTED WITHOUT WARNING." THERE WAS WASTEFUL SPENDING INEFFICIENCIES AND WASTING TAX PAYER'S MONEY ALL AROUND.

The apparent ineptitude at the VA only goes so far. Apparently, when Republican Congressman Charles Norwood, of Georgia, died in February 2007, his widow's claim was processed in less than one week. We should all get such service.

Veterans the Captive populations for PTSD in Syracuse NYCentral New York Research Corporation (CNYRC) is a not-for-profit research corporation that was established to facilitate the conduct of approved medical research at the VA Medical Center in Syracuse. CNYRC has an administrative staff of 3 to support the approximately 35 full and part time employees conducting numerous research projects. CNYRC is one of a very small group of not-for-profits affiliated with VA medical centers that has developed its own indirect cost rate with the National Institute of Health (NIH) allowing it to administer this type of grant. CNYRC has been a very willing partner and continues to support medical research at the Syracuse VA Medical Center. This support is facilitated through the receipt and distribution of research funds origination from non-Department of Veterans Affairs. CNYRC administers all phases of research and related educational activities supported by its holdings.

CNYRC may purchase, own and dispose of equipment and supplies of approved research activities. All purchase requests must be submitted using the appropriate purchase order form and approved by the appropriate approving official. CNYRC also supports travel both domestic and foreign to scientific meetings, seminars and conferences if such travel is related to the investigator's research. Funds received by CNYRC from such sources as but are not limited to, federal or private non-profit agencies, charitable foundations, professional societies, commercial organizations such as pharmaceutical companies, and personal contributions origination from individuals or groups. These funds can only be accepted if they meet the following criteria, that the investigator has an appointment with the VA Medical Center Syracuse and that the Research and Development Committee and all appropriate Subcommittees have approved the investigator's project and related funding. All funds accepted by CNYRC are subject to a 20% administrative assessment, which are used in support of research at the Syracuse VA Medical Center. Vulnerable patients are often enrolled in experiments not designed to protect their welfare or to serve their best interest after all we have an endless supply of veterans that we can use in our testing, right Mr. Cody. The problelm is obvious to me. I have worked for the VA hopital for 3.5 years coming from managment in the private sector. Substandard managment is dug in and are difficult if not impossible to pin down or to remove. There is nothing consistent anywhere. Anybody can run any department like they want to. There are not guidlines. (I am talking engineering) Managers edit job descriptions to keep people out they don't like (outside people with managment background) and to get people in positions that support their corrupt activities and incompitance.

I have witness the worst since I have been here at the VA hospital.

It doesn't matter how much ya write about how ya feel feel about all of these non-vet suckers because unless we as the group of men we think we are in our own little minds eye and do what our fore father vets did way back when they took over washington, DC instead of sitting back and crying like a bunch of cry babies waiting for the sorry ass liers we voted in on their word, dips like Harry Reid, Murtha, Ted Kennedy (exactly how does this butthead keep getting re-elected?) and that's only a couple of treasonest creeps. So, ya all got my email, I'm ready, I've got nothing else to lose let's get together and shut down washington like never before. The CONSTITUTION tells us to do just that!!!!!

There is an excellent book that you might find helpful. It is "Tear's of Blood" by Chuck Lawrence. It is his personal 11 year battle with the VA to receive the disability benefits due him. He paid a heavy price for his fight. But his story really sums up the whole VA system and why so many of us who are disabled and trying to live with the challenges that our disabilities bring us, get to a point that we just say "I can't fight this VA system and also fight to find out what's wrong or fight to get well." I personally got to the point that I had to make a choice which battle to fight. And as you might guess I still do not have the disability benefits that are legally due me. Anyway I hope that this book will help you in your research. Good Luck!!!

Since President Bush has ordered the Defense and Veterans Affairs departments to carry out key recommendations from an interagency task force, including developing a common disability rating system that would make it easier for injured combat veterans to receive benefits, I believe the following change could be quite helpful.

According to a November VHA report, “Analysis of VA Health Care Utilization Among US Southwest Asian War Veterans”, of the 1.4 million troops who have served in Iraq and Afghanistan, 631,174 OIF and OEF veterans have left active duty and become eligible for VA health care since FY 2002. Of that number, 32% (205,097) have enrolled in the VA system and sought VA health care. Thirty two percent enrollment? Why aren’t 100% of the troops who leave active duty under honorable conditions automatically enrolled in the VA system? At present, each of them has to enroll individually. As a current VA trauma psychiatrist and former United States Navy Commander, I find the current process outrageous. There is a simple and elegant solution available, one that should be the basis of the DOD and the VA working together. On the last day of active duty, when troops are given their DD-214 (discharge certificate) and information about benefits, they should be automatically enrolled in the VA system. Since our VA has an extremely effective computerized patient record system, their DD-214s could be scanned into CPRS on that day, making this valuable document immediately available for VA personnel. Why this hasn’t happened yet highlights the depth of the chasm between high-level VA/military rhetoric and practical care for veterans and troops. I also strongly suspect there are those in our government who hope not all eligible veterans enroll since the full long term medical costs of sending our troops to war would then be known. Maybe if this were part of the economics of going to war, we would be more restrained in starting them. Our Vietnam experience should have taught us this. Enrolling in the VA is often a psychologically difficult process for many men and women who have to adapt their war zone skills so they can successfully reintegrate into civilian society. Our troops have paid heavy dues and have earned a seamless transition from military health care to VA health care.
