Also put in writing why my Social Worker Ms. Caron Bayor, LCSW did NOT receive detailed information as to why I was irregularly discharged from Problems Group. Also put in writing if you gave a written report to Doctor Nicolaas-John-Van Nieuwenhuysen about the irregular discharge and also state in writing if Doctor Nieuwenhuysen requested such a report? These are NOT rhetorical questions? These are NOT questions that are for a pending court case. I am however currently looking into 42 U.S.C. 290ee-3, 290ff-3 Federal laws and 42CFR Part 2 Federal regulations and the VA’s compliance with these Federal laws and regulations. I want this letter to act as my FORMAL REQUEST to the other government agencies and representatives whom I’m sending this letter to. I request that they also make enquiries about the Loma Linda VA Hospital’s compliance regarding the above Federal laws and regulations. Also the VA hospitals record keeping obligations regarding housing rules with VARP Inc. How those rules or lack of rules with VARP have an affect on veterans in the hospital counseling group? In my case “Problems Group” run by Jerry Smith. I feel my irregular discharge was because of my violation(s) of VARP’s unwritten rules. These unwritten violations where then enforced by Jerry Smith who used unwritten “Problem Group rules” as an opportunity (see note1) to give me a discharge which according to unwritten rules removes me from VARP Inc. housing and the hospital. Your fast response is requested. If you don’t want to respond please be professional enough to also make that statement in writing. Sincerely, Carl G. Mueller, Nam 68 Note 1: Opportunity I feel Jerry Smith didn’t like me because I made him look foolish in his “Significant Other” group. I would always cry in these groups and Jerry would always call on me to make a statement as to why I was crying. I was felling like Jerry was using me to grandstand for him. So the third time this happened in the group I said while crying, “I’m not qualified to give advice because I have been divorced 3 times.” Jerry insisted I give my opinion. So this time rather to go on and talk about how terrible it was for me to get a divorce and never have seen my son grow up, I told the wife’s of the veterans that they should divorce their husbands because they hurt them too much in the past and if the husbands can prove they had beaten the addiction then, if they really love each other, they can get married again. Jerry took exception to this because in my opinion it made Jerry look stupid. Stupid because Jerry always liked to have a big crescendo climax type finish where the wives are crying for their husbands efforts and the husbands are crying because their addicts and hurt their wives. Now this time the wives are looking at their husbands like ya, you do deserve a divorce. Remember, all these wife’s are going to Al-Anon and that’s a no BS program unlike Jerry’s 3rd attempt at using me in his grandstanding climaxing performance. Carl’s VA Story:

INTRODUCTION: One of the saddest things that happened to me during my seven weeks at the VA hospital Addiction Treatment Program was it made me even more distrusting of people. I became more distrusting of hospital staff and fellow patients. It was a hospital where therapists did NOT show mercy. The psychiatric department of the VA hospital had become an institution where staff appeared to almost gloat when able to give admonishment during group meetings or therapy sessions. The hospital seating had resemblances of a military training camp. The Psychiatric ward was an insult to the word hospital as was much of the staff. If such undignified behavior was necessary by the staff therapists then such behavior should be conduct outside of the VA hospital so as not to disgrace the words Veterans Hospital. I witnessed patients laughing and being friendly providing hope and cheer, dancing and acting young while doing the dishes and listing to the radio. The next day that same friend who provided you hope failed to speak up in a group in which your own admittance in that group was in the balance. When that person was called on in the group to speak in his friend’s behalf he panicked and said, “The whole ordeal of events in the pas day are changing so fast I can’t understand it.” Other patient’s just plane lied or shrunk into nervous silence. This is the type of spiritless men the hospital was bring into being. During my 7 weeks of observation I felt the hospital could not handle the extensive variations in personalities in a 20-man group unless such spirit breaking was enacted. August 3, 2007 I went to the Loma Linda VA hospital located at 11201 Benton Street, Loma Linda, CA, to have my stomach problems taken care of. I saw Doctor Huang in Module 4 about my stomach problems. After talking to him about my suicide thoughts and that possibly being the cause for stomach pain, Doctor Huag suggested psychiatric care. A VA Psychiatric care program: That same day I accepted Psychiatric care in the lock down unit on 2NE. for about a week. On about the third day there I was assigned to a therapy group called Willingness group with a therapist named Richard. Richard I assume seemed to think I had a willingness to deal with my problems of alcohol, pot and suicide. Thus after about a week in the lock down unit and Richards willingness group I was allowed to go onto Problems group with therapist Clifton. Since I lived in Big Bear and could not afford traveling back and forth to the daily Problems therapy group program I was assigned to Harris house program, which is contracted with the VA hospital. Harris Housing program is part of VARP Inc. and also includes R4 housing program. VARP stands for Veterans Alcoholic Rehabilitation Program. Harris House is free living and transportation to and from the hospital every day for hospital group therapy. The Harris House would be more properly named if it was called Hell house. That’s where the “Planed” problems begin in my opinion. I call it planned problems because the staff knows about the problems that cause veterans to walk out of the program(s) but the staff, in my opinion is also under pressure to keep the patients coming in and shipping out because beds need to be available for the next seemly unlimited amount of new patients. Known Problems: 30 men coming off different types of addictions and medications all living together. Not getting enough sleep was a problem for many Veterans because of a full schedule etc. In my case insomnia. Once I was awake I had difficulty getting back to sleep. Pressure to request formally in the group such simple things as reading your mail, making phone calls. The list goes on and on. I as others would do is just say, piss on it. It’s not worth the embarrassment. I’ll take care of it latter. Remember we got serious things on our minds. This hugging, praying and bonding of the group is done at the end of every group meeting. Group members are required to snitch or squeal or blow the whistle, tattle, report or what ever name you want to call it. In both the housing and hospital programs this snitching is called “PULLING COVERS”. Pulling Covers: This pulling covers in a group is wear Veterans can get kicked out of there housing then with no housing most likely the Veteran will drop out of the hospital treatment program(s) altogether. If the covering pulling is in a hospital group meeting then the Veteran can get kicked out of the hospital and then is atomically kicked out of the housing program. If rent has been paid there is no refund. Veterans coming through the program for more then the first time and have jailhouse group experience (know as shot-callers) can create a situation, manipulate the group with rumors then have the group vote a person out of the group or at the very least give the person a bad reputation. Before I could get into PTSD group I was diagnosed with a Alcoholic Rehabilitation problems thus qualified for VARP housing and the Alcoholic Rehabilitation Program, ARP. I told all the therapists I had drinking problems in the past but no drinking or drugs for the past 3 years except for about $30.00 worth of pot smoking in May, 2007. Because of my past drinking I qualified for ARP and I entered their program because that sounded like the right thing to do. This was wrong thinking on my part. Short Version: I feel the VA hospital deliberately leads patents that might suffer from PTSD into the Veterans Alcoholic Rehabilitation Program VARP Inc. These hardcore addicts now comming off their addictions and forced to live together start forceing each other out of the VARP program and also out of the hospitals program. Now the patient is so confused and dejected he leaves the hospital all together and Veterans Administration does NOT have to pay PTSD money because the patient never makes it into the PTSD program because he believes he has to go through the other therapy programs first. If the Veterans hospital was sincere about the helping with PTSD they would have the patient be tested and counseled for PTSD. The hospital understands that PTSD is what might have turned the patient into an addict. If the hospital were sincere they would NOT contract the rehabilitation of its patients to such a harsh environment as VARP. I would have to be a total idiot to think that the hospital doesn’t understand the harshness of VARP Inc. To me it looks like the Veterans Administration is hiding behind the corporation status of VARP Inc. Congressional Probe: Harshness of VARP’s rules and no rules in the Harris House living arrangements and R4 housing and the VA’s hospital group therapy block veterans’ access to prompt mental health care. Bassed on my personal experiences with this lack of prompt mental health care and the above LA Times story I request a Congressional Probe into Loma Linda VA hospital’s complete mental health care operations.

VA Complaint against NH VA Director Mark Levenston 9-14-07

A copy of this letter goes to Mark Levenston and Dr Dan Potenza Peter Macdonald 465 Packersfalls rd Lee NH 03824 A crime against the United States has been committed here. A 100% service connected disabled veteran’s medical care (for injuries received in the line of duty) has been stopped for a political weapon. In March of 07 I entered the Portsmouth VA clinic in NH. Per order of Mark Levenston Director of the NH VA I was denied medical care for serious head pain and drooping of the left side of my face. In June of 07 a Dr Dan Potenza arraigned for me to see a Dr in the Manchester NH VA Hospital. After a token exam I was advised nothing was wrong. In Sept 07 Dr Dan arraigned for me to have a “Cat Scan” which revealed a spot on my brain. I have lived in serious pain for over 6 months. At odd times I pass out. Some times I loose my ability to hold a fork when eating. My left eye closes some times against my will. A Disabled U.S. Veteran has high priority for medical care. A veterans medical care can not be stopped because the NH governor wants it stopped. Armed guards meet me at the door and follow me around. The News media censors these facts. Ask yourself why? NH has declared me a terrorist to deprive me of my freedom. NH state police scare my wife at home and work to intimidate her. All this because I dare state the truth about Judge Peter Fauver violating the Constitution to intentionally harm U.S. citizens. We have laws to stop abusive of government powers. When the news media refuse to inform the public this increases the abuse. I have violated no laws. What I have done is volunteer to help others since I returned to the “World” U.S. in 1974. I want to die so this spot is a blessing. I want you the people of the United States to understand what has happen here. I know the News will refuse to print the truth so I send this letter to blogs and others. I hope you the citizens of the United States send this letter to your local newspapers and government officials so they understand I gave my life as a United States Marine for the country that I love. I may have been out cast by the American Legion, VFW and Elk’s clubs but they were only trying to protect their image in the public eye. Why help someone that his own NH government discriminates against. The President of the United States “Bush” has shunned me. Is this right? The New Hampshire government to protect judges, has committed crimes against our Constitution to intentionally harm citizens that these officials can not control. Most citizens are afraid to speak up. What is happening to me can be done to any one that defy government officials. I am a 100% disabled veteran. I have three injuries from my tour in the Marine Corps. Two were received in separate combat support missions. The NH and Federal government have stopped my medical care to stop my free speech. This is a crime. My wife took me to the Manchester VA hospital yesterday for a “Cat scan” Dr Dan Potenza made the appointment against the VA director Mark Levenston orders. I was suppose to meet a guard at the door before entering. We got to the hospital early. My wife refused to tell the guard so we went to x-ray. The entire exam took less than five minutes and we were leaving. On the way out as we entered the elevator we saw a guard rushing down the hall way toward x-ray. I have no idea if this appointment was staged to show that the VA has not stopped my VA medical. I am a disabled veteran who’s injuries are recognized by federal records as in the line of duty. I have followed all legal means to volunteer help a Madbury NH family that the Madbury selectmen want to harm. NH judges and government officials have violated the people’s rights to stop me. Now some how my medical condition is being used as a weapon against the peace and dignity of the state. All legal means of “Redress of Grievances” has failed. My medical was stopped in March of 07 just as I was suffering a mild stroke. That is over 6 months. Now in Sept. I receive a token visit. I ask the news media and every United States Citizen, how can you allow this to happen? I volunteer to help others every day since I returned in 74. I have violated no laws. What I do know is federal law requires that my medical care be high priory because I am 100& disabled from injuries received defending this nation. Any disabled veteran must be allowed to enter any VA Facility for medical care. When the Director of the NH VA can use a disabled veterans health as a weapon to satisfy the demented ways of the NH governor Lynch and NH judges some thing is wrong. When the news media censors the truth from the United States citizens we are a nation in trouble. I look every day to die. I want to die. I came back to “The World” a land that I do not belong. I will not kill my self because the Marine Corps taught me to allow ways complete my mission at all costs. I just wish that the United States citizens could learn what NH is doing to law bidden disabled citizens. To the news media!
